Is there a way to limit the size of the flash file??

I am converting from AVI (exported from premier)
to
Flash FLV

I would like to limit the size of the flash file. 

For example:

IF Video is short (1 min) FLV file is good quality and 10meg
IF Video is longer (4 min) FLV is lesser quality and still 10megs
