How to choose the perfect settings ?

Hello out there

I tried to convert a .ram file into .mpeg2 (after renaming it in .rm) because I want to burn it on DVD.
This is the analysis of the original file.

How do I learn the optimal settings for Super (not only for that case but for every conversion I like to do)?
All results i got by now are more or less unsatisfying

increasing VideoScaleSize eats lot of memory and leads to a larger filesize not to mention
the pixelated output when the original input has small VideoScaleSize.

increasing video/audio bitrates will increase filesize but WON'T IMPROVE QUALITY
as a matter of fact, there's nothing that can improve quality.
decreasing video/audio bitrates will decrease both filesize and quality

you may lower audio bitrate and samplerate if the content isn't required to be the
highest audio quality. filesize will be smaller.

lower fps will skip frames (12.5 skips every other frame and cut the filesize in half)
